J.D. Englehart

J.D. Englehart is a recognized leader in venture capital and strategic investment, with over a decade of experience spanning government contracting, startup innovation, and national security.

J.D. is widely respected for his ability to identify and support emerging technologies with dual-use applications, particularly in the areas of security, resilience, and public-private innovation. He brings a proven track record of leading complex investment processes, engaging diverse stakeholders, and building cross-sector partnerships across North America, the UK, and Europe.
He is recognized for his strategic thinking, strong leadership, and deep knowledge of government needs and innovation ecosystems. His experience spans venture capital, market intelligence, and academic engagement, with demonstrated expertise in Investment Strategy, Government Relations, Nonmarket Strategy, and Technology Scouting.
In his current role as Investment Director at In-Q-Tel, J.D. is responsible for sourcing and managing investments in UK- and EU-based startups with critical applications for the U.S., UK, and Australian governments. He previously held investment roles at Lavrock Ventures and Razor’s Edge Ventures, and worked in federal market intelligence at Bloomberg Government. He also served as Adjunct Professor at Georgetown University and is a Term Member of the Council on Foreign Relations.
J.D. holds an MBA with a Certificate in Nonmarket Strategy from Georgetown University and a Bachelor’s degree in Business Administration with Special Attainments in Commerce from Washington and Lee University. He also completed finance studies at the London School of Economics and Political Science (LSE).
